The Minister of Transport and Communications is responsible for designing, implementing, coordinating and evaluating the policy, defined and approved by the Council of Ministers for transport and communications.

The Minister of Transport and Communications is responsible to propose and implement the Ministry's policy lines in the areas of transport and communications; Formulate, develop and ensure the implementation and enforcement of the legal and regulatory framework for the transport and communications sectors; Developing and regulating transport and communications activity, as well as optimising means of communication; Ensure the coordination of the transport sector and stimulate complementarity between its various modes, as well as their competitiveness, in order to improve user satisfaction; Promote the management, as well as the adoption of technical and regulatory standards regarding the public use of communications services; Ensure the provision of public telecommunications services and the use of radio space through public undertakings or the concession of public service provision to private entities; Maintain and develop the national meteorological and seismological information and surveillance systems, including the construction and maintenance of their infrastructure; Promote and coordinate scientific research and technological development in the areas of civilian land, air and maritime transport; Establish mechanisms for collaboration and coordination with other Government bodies responsible for related areas.

The National Directorate of Land Transports

The first National Directorate of Land Transportation is called the Motor Vehicle Office (MVO) which was established in 2001 based on UNTAET Regulations No.5/2001 and No.6/2001, which performs its functions such as registration of motor vehicles, inspection of motor vehicles, issuance of examinations and driving licences. The Motor Vehicle Office (MVO) became the National Directorate of Land Transportation in 2002 when Timor-Leste restored independence on May 20, 2002. The National Directorate of Land Transportation is also a state institution under the Ministry of Transport and Communications, which is responsible for providing public services. revenues to the state coffers. The National Directorate of Land Transportation is a state institution that performs its duties to serve the community in the area of ​​land transportation through:

  • Registration of all vehicles imported into Timor-Leste;

  • Conduct physical inspection of all vehicles to identify their category and ensure favorable conditions for the vehicle itself;

  • Examine and issue driving licenses to all citizens in need;

  • Issue route permits for identified routes;

  • Monitor, control and maintain traffic signs;

  • Proceed with good management of parking on roads and public grounds;

  • Give approval for the import of cars and motorcycles.
